PLANNING Station facilitated housing development wins national award

In 2009, Mr Garfitt contacted me. He had planning permission to erect a dwellinghouse but this had expired. It was necessary to obtain a fresh consent and he contacted the Council who advised him that it could not support the application. The PS was appointed to submit an application.

However, I wrote to the Council to advise that I thought that its deductions were incorrect, accurately setting out the reasons why the application could be supported by the Council. This invoked a re-think and the Principal Planning Officer suggested that an application be submitted and that weight would be given to the previous approval. It was a complete turn around.

I prepared a robust Design and Access and Heritage statement to accompany the application. We sailed through the process and the Council, contrary to its original objections, granted planning permission for the development.

The land was acquired in 2012 by Philip Newbold, of new bold design. Work started in March 2012.

The project went on to win the 2014 National LABC Building Excellence Award for Best New Home in the UK. Mr Newbold was presented with the award by the northeast’s very own architect, TV presenter, lecturer and writer, George Clark, at a ceremony at the Hilton Hotel, Newcastle upon Tyne.

The project also won a commendation from County Durham Environment Partnership in its 2014 awards.

So why is the development so special? Named Glendale Cottage, the property is the very first Band A passive house in County Durham, providing a very low energy home and office in a conservation area and the Upper Weardale Area of Outstanding Natural Beauty.

It is rewarding that the PS helped to facilitate this great project.

The PS is, again, working with new bold design and it may be that we facilitate the second Band A Passive house in Durham too. That appeal decision is due soon. [18/01/17]
